From Reactive to Intelligence-Driven SOC

How CPX helped Ras Al Khaimah EGA establish a scalable, intelligence-driven SOC maturity journey.

THE CHALLENGE
 

As Ras Al Khaimah's digital government infrastructure expanded, EGA ISD needed its Security Operations Centre to mature beyond day-to-day incident management. The priority was to create consistent visibility across critical assets, strengthen detection and response, introduce automation and embed threat intelligence — within an operating model aligned to the authority's risk profile, regulatory obligations and long-term information-security objectives.

PLATFORM CAPABILITIES

Ras Al Khaimah's Electronic Government Authority has organised information technology and overseen technology projects across the emirate since 2004. As its digital services and enabling infrastructure expanded, EGA's Information Security and Business Continuity Department needed a Security Operations Centre capable of protecting a broader, more connected government environment. Day-to-day incident handling alone could not provide the maturity, foresight or repeatability required for modern threats. EGA ISD therefore set out to strengthen the SOC as a sustainable operating capability — one that could make risks visible, automate routine actions and apply intelligence before threats became incidents.

To achieve this, CPX's SOC Advisory team established an evidence-based maturity baseline across Business, People, Process, Technology and Services, then translated the gaps into a prioritised uplift roadmap. CPX first strengthened monitoring foundations by improving log coverage, tuning service levels and mapping detection use cases to EGA's operational risks. CPX introduced SOAR playbooks to automate repetitive, time-sensitive response actions and give analysts more capacity for complex investigations. Contextual threat intelligence was embedded in detection and triage, while structured, hypothesis-driven hunts used MITRE ATT&CK to look proactively for adversary behaviour. CPX also formalised incident detection, investigation and containment through clear roles, governance and escalation paths, aligning technical operations with executive expectations.

This phased approach moved EGA ISD beyond reactive incident management and established a scalable, intelligence-driven SOC maturity journey. In its latest SOC Capability Maturity Model evaluation, EGA ISD advanced to CSC-guided maturity and capability levels. The progress reflects coordinated gains across monitoring, automation, threat intelligence, threat hunting and incident response — not a single technology deployment. By combining objective assessment with practical operating improvements, CPX helped EGA ISD build a repeatable model for year-on-year maturity, clearer investment decisions and a stronger security posture for the government services and data it protects.
